You said so yourself, if you fail a field sobriety test, which is reason for suspicion. That said, over here they can mandate blow tests for anyone anywhere if they have a 'target zone'. Am not really opposed to that. They can also check your license, and if you have any outstanding fines/warrants without a reason.
