This is almost certainly a lie, and an especially implausible one given reports of explicit orders to NOT reactivate machines that have been decommissioned for no good reason. The efforts to completely fuck up the postal service—at an absolutely critical time—appear to have been deliberate and extremely damaging.

He sent letters to 46 states, warning them that mailed ballots may be delayed and not counted. Then he testifies that his first priority is making sure every mailed ballot is counted. He made his fortune in logistics but blames delays on unintended consequences.
He said most states let people request ballots without enough time for the postal service to turn them around.
You don't need Trump to mismanage the post office; we've all been doing that for decades. This guy is trying some reforms and got caught up in a conspiracy theory.
