I don't know Dread's particular gym, and maybe he's being pessimistic about the staff. But in general I wouldn't be surprised if his assumption about the fate of the Kindle if he handed it in was reasonable.
It's hardly unique to New York. Take a bunch of people who are overworked and (feel like they're) underpaid, give them anonymity, and I'm willing to bet most would take the object given the chance.

I quite recently left my phone on the counter a shop. They put it in a safe and I was able to collect it the next day. I also left my wallet at my gym in a similar way to this story - either someone handed it in or the staff picked it up but I was able to just go and picked it up the next time I was in there. Also, when I was a little boy I remember leaving my gameboy in a hotel room in France somewhere. Thing turned up in the post a few weeks later.

I have no idea of the actual numbers with items we don't deal with, but my work location has an entire room for lost and found items. Cell phones, ereaders, wallets, IDs, you name it. We recently tracked down someone who accidently dropped an envelope with several hundred dollars in it into the book drop, and that was discovered by a part timer who makes a buck over minimum.

What does Steely getting valuable things back from the gym/a store/France have to do with burglary and robbery rates? Daily failwe can deduce a priori that Steely's chances would be better in the UK than they would be in NYC due to the differences in Dreadnaught-prevalence

Theft is still a cultural taboo in the west. Even if you had anonymity from getting caught/held responsible for stealing something, if you told your friends most would probably tell you to try to return it. Even if they themselves might do it in similar circumstances. It's still taboo.

The few times I've had the occasion to gather data I've found that people generally get their stuff back, although no-one would ever actually expect that to be the case. Maybe it's because most people don't know what they'd do with someone else's smartphone besides find out who it belongs to and then give it back.
